It doesn't exist in W7 starter (well it does, as well as all Ultimate features, just not enabled). You'll only get it in versions from Home Premium up

There are lots of other media software apps out there though. Something like VLC player will play almost anything you throw at it

you can also look on microsoft website in downloads for the media player.
