Can content be read top to bottom (column style) instead of left to right ?

narrow the window for one column.

You can change the view and window size to get icons into a column or
columns but it looks a bit odd to me.

I don't know if it is possible without a third party add on. I am using
Classic Shell from Sourceforge, and it allows me to list all the Control
Panel items in a single column sub menu of the Start menu.

You don't need any third-party utility to do that. Windows 7 will show the
Control Panel in the Start Menu as a menu itself, ie a list...

Sure, if you don't require true alphabetical order :-)

IMO, the weird thing is that the code to sort such a list properly is
very simple, yet many programs don't do it.

Try:
R-click on Start/Orb in bottom LHS; select 'Properties'; Select
Start Menu tab is not already selected; L-Click on 'Customize'
button; Find the Control Panel selection buttons; select 'Display as
Menu', OK your way out. Now you see a column list when you select
'Control Panel' from the Start menu.

Could be. Classic Shell is the first thing I install in Windows 7, so I
don't know much about the default options.

Rt Click the Start Button/Properties/StartMenu/Customize
- Ensure Control Panel is configured to be shown (Display as a Link or Display as Menu)
- OK/Apply to exit the customization option

Rt Click the Start Button
Place mouser cursor on 'Control Panel' , rt. click on Control Panel and select Open
Look in the Upper right for 'View by'
-Select Small or Large Icons

Optionally to access the Control Panel
Click on the Start button and type Control Panel in the search box, press enter
Click on Control Panel in resultant search box
Look in the Upper right for 'View by'
-Select Small or Large Icons
