Which is "best" is a matter of opinion. Depends upon what you're mainly going to use it for.
Nero is very bloated these days and has a lot of what I consider unnecessary feature.
For a GOOD free CD/DVD burning application, I recommend CD BurnerXP.

A very GOOD and feature-laden burning application is ASHAMPOO Burning Studio 10.
