Win 7 needs

Win 7 needs an icon that lets you half screen any program. It also
needs an icon to keep any program on top. It also needs an icon that
will allow a video player to display minimum view.

Do you believe if Microsoft did, they would then care? And are you
implying that nobody at Microsoft knows how to use Google or Bing
search?

It's okay: when he uses Ctrl-H, it automatically sends feedback to
the CEO of Microsoft.

You're entitled to your opinion. But you can just hit the Windows
key plus the left or right arrow and get that result now.

Right, because then you will miss popup alerts, like your laptop
battery is low and you need to plug in or risk losing your data.

Why should that be a Windows issue? It sounds like an issue of your
chosen video player. (If my "minimum view" you really mean minimize
to taskbar, press Alt+space, then n.)

What Windows does *not* need is more icons. Our desktops are
cluttered enough already, though Windows 7 at least makes it easier
to remove some of the clutter.

It doesn't need an icon. Just drag the application window right to the
left or right-hand side of the screen and it will automatically re-size
to half screen.
It's called Snap.

Thanks for that tip - the only difference seems to be that that makes
the app in a half screen in the middle of my screen, so you still need
to move it if you want two windows side by side, whereas Snap will use
the left or right half of the screen automatically.
