Why Europe is getting the full version.

I have read a good number of articles on the E edition of Windows and Europe getting the full version and the fact is, you can't upgrade from vista with ie to 7 without. That is why Microsoft is giving Europe the full version and not the upgrade like the U.S. An os with ie is not upgradeable to one without. Any comments?

It's not so much that you can't upgrade, it's just that Microsoft didn't do any quality assurance testing on that type of upgrade, so it didn't feel comfortable offering the upgrade copies. There's no telling what would happen if someone tried to upgrade Vista and remove IE in the process.
