The problem here is that I'm deaf and can not use a cell phone...don't
even have one that I could use for this reminder.

I've been considering this but I'm not convinced that I could cope
with having the transmitter in my flesh day and night, 24/7. Those
continuous monitors that use a contact lens might work but I don't use
glasses or contact lenses. My vision is very good with no glasses.

I wonder if there is a count-down timer available that will flash your
screen after X minutes.

I have a free one on my cell phone, but it only makes noise (I read
your post about deafness). You can restart the timer for the original
interval, or restart a different preset timer, so if something like
that exists for the PC it could be just what you need.

I just checked Task Scheduler out and it would do what I need, but it
seems a bit too tedious, since I need to set a new reminder, each time
I eat a meal. What I need is something like an oven timer that I can
easily set to sound the alarm 90 minutes after I set it. Maybe I
should go to Office Depot or some other such store and see if they
carry any little convenient alarm devices like this.

I guess what I really need is something like a wrist watch that would
vibrate when the alarm setting goes off. Maybe I can find one at a
local store.

Ask your friends if any of them (or their offspring, partners, etc.) can
solder; I would have thought it would be a trivial matter to open up a
cheap oven/kitchen timer and replace the internal bleeper with a few
bright LEDs. Your local amateur radio society will have someone, or a
project for local technical college/nightclass/whatever ...

(Or learn yourself; though becoming less so, since home repair of
electronics is a disappearing art, soldering is still a useful skill.)

Sorry, getting OT for the 'group ... as I said in a previous post,
System Scheduler from Splinterware serves me for assorted reminders.

I can hear, minimally, and can usually catch the oven bleeper and the
door bell, but I can not talk over a phone or understand recorded
messages of any kind.

All I need is something like a stopwatch that I can easily set to
alert me after, say 90 minutes. I need to be able to use this several
times a day so I don't forget to take my meds or get a blood glucose
reading. I'm getting into the years and my memory doesn't function as
well as it once did!!!

Mosat cell phones have a vibrate mode, in fact. You'd need to wear it
in such a way that you feel the vibrations, but that is probably easy.
