You'd want to check the history of "Windows Movie Maker"
and see what it is currently called. Since I'm not interested
in downloading "an entire suite", I probably won't be
testing the Windows 7 version.

I used Windows Movie Maker a while back, and wasn't too impressed.
While it had a scripting capability, so you could define your
own effects, "programming" wasn't what I had in mind when I wanted
to tidy up some stuff captured with a webcam.

I think I may have switched over to AVIDemux, but tools like this
have their own set of issues. Basically, there is a lot of "going
back to the beginning and trying again", with whatever recipe you
put together. In that respect, a real editor will save you a
lot of time. I couldn't afford a real editor, and Windows Movie
Maker at the time, just didn't have enough functionality.

I used a copy of WinDVD when I was ready to author a DVD. It was
a freebie in one of my retail motherboard boxes. It was able to
put together a menu for the movie, which was better than nothing.
I used Imgburn to burn the final dual layer DVD. Imgburn
makes you aware of the position of the layer split, so you can go
back and adjust the size of the movie segments to fit.

By using bits and pieces of software, I got the job done, but
considering the time spent, even at minimum wage rates, I
could have paid for a real editor program like Vegas or something.
Something like Adobe Premiere, would likely be out of range
unless you were rich. They usually make scaled down versions,
to make a more reasonable price point. And if you're lucky,
there'll be a trial to download.

Define "decent".

The Windows Live Essentials include Windows Live Movie Maker. And the whole
WLE suite is free for the download:

I've used WLMM, but the older version, Windows Movie Maker (note, no "Live")
is more capable in some ways. Movie Maker was included in WinXP x64, so if
you still have access to that OS, look for it in Program Files (x86)\Movie
Maker; it is a 32-bit app, but it runs in 64-bit Windows XP and Win7.

My few amateur DVD projects have involved both WMM and WLMM - as well as
Windows Live Photo Gallery and Windows DVD Maker.

Easy question - short answer. No.

There are very few good paid ones either, unless you go for full
professional ones costing hundreds of pounds/dollars. Of the paid ones,
Pinnacle Studio is a country mile better than anything else, albeit
still having a lot of faults, and no 64 bit version yet.
