Pop Up Blocking in IE10

I have no trouble whatsoever with pop-ups in IE10 on my desktop (W7Ult),
but on my Win7pro laptop, with IE pop-up blocking set to maximum, and
Pop Up Blocker set to 100% block, I'm still infested with them. Have
run Kaspersky, Panda and SAS (no malware found). How does one prevent
these things?

This problem is often caused by having add-ons that override the IE
settings.

Compare the add-ons in IE for the two computers.

It's taken me a while to clean this newly-bought laptop. The culprit
was Super Lyrics, a program that does not appear in the program list,
and which has update modules in various places linked to the task
scheduler. It was part of the manufacturer's software package, and its
pop-ups are resilient to all the blockers I tried.
