Ownership problem

Have been running W7 since first out. Migrated from Vista Pro. Did a clean install. After a few months developed a startup problem, continuously booting, almost into Windows & then beginning again. Tried many methods without success to correct the problem. Decided to re-install, not clean. Now have a problem with the User folders. Roughly 1/2 of them, including Administrator accounts & my account, have "gold locks" on them & many functions, etc., have become difficult to impossible. Have reset security, permissions & ownership without any luck. Any suggestions? Or do I have to do a complete clean install again? Thanks for your help.

When you say you did a "not clean" install, did you do a Repair Install or something else?

A fresh start may be a good idea, Full Format the partition or hard drive and perform a clean install with just the basics.
