Interesting thing happened in W7

While trying to configure a friends new wifi router/modem, the wifi signal strength meter on the lower right task bar turned into the little monitor icon with the lan cable. What happened to the meter bars? I'm guessing there was a configuration snafu but I can't figure it out.
