IE10 - With Multiple Windows open - Closing IE10 does not Ask "Close Current or All"?

In the past couple of days, when multiple windows are opened and you
click the upper left "X" to close IE10, the Option to select to "Close
current window or all windows" is not displayed anymore. It just
closes all windows and IE10. How do I restore this feature to IE10?
