help! can't burn an iso

okay I have tried 2 different files, one from seagate support and 1 from ultimate boot cd. I am trying to burn a bootable dvd from these iso. The isos are both supposed to be bootable, I have tried 2 different burner progs and multiple disks. I have burned a data disk that turned out fine BUT when I burn an image with these isos (the only isos i have burned) the only thing on them are desktop.ini files, one on each disk and NOTHING else and in "my computer" it says the disks are all free space. I have not used the "make bootable" option because one- they are supposed to be bootable images and 2 the progs wouldn't let me add a iso file to it. I have seen this problem posted elsewhere but no answers, anyone have a freaking clue what is up? Been a long time since I burned an iso but I don't remember having any problems. I didn't know where to put this in the forum so i used the general section
Also I watched the burner progs countdown the MBs they were burning and it took a while and the disks look like there is something there but the only thing it shows is that ini file and yes I have looked for hidden files and even hidden files show up as taking up space NOT as free space...HELP!

If you told us which 2 "burner programs" you had used.
At the risk of suggesting something you had already tried.....

There are 2 widely used programs.....( I use this one many times and I personally vouch for it. It is also a lot more simple than Imgburn.)

one was burnaware and the other was freeisoburn, not sure why I want a download tool for windows 7 but I'll try image burn as well just seems odd that both progs would do the same weird crap

I had misinterpreted that you were having problem burn a Win 7 iso files to a bootable dvd.
