Error message 0x80042302

I attempted to backup everything to a new external hard drive but backup failed. Error message 0x80042302. Can anyone help? Thanks.

Method 1: Check whether Volume Shadow Copy Service, System Restore Service is started and Set to Automatic

a. Type Services.msc in Start Menu search box, hit Enter.
b. Make sure that the Volume Shadow Copy Service is Running and set on Automatic.
c. If the Status of System Restore Service is not Started, Start it. Also set it on Automatic if it is not.
d. Restart the computer and check.

Method 2: Perform SFC(System File Checker) scan and see if the issue occurs.
Method 3: Boot the computer in Safe mode with networking and see if the issue occurs.
Safe mode starts Windows with a limited set of files and drivers. Startup programs don't run in safe mode, and only the basic drivers needed to start Windows are installed.

Method 1. I entered Start it was already automatic.
Method 2. SFC went to 100% - no problems.
Method 3. I didn't feel competent to attempt this.

Note: System Restore takes me to dates in 2011 and back up still shows the error message 0x80042302.
Incidentally windows 10 failed to download. Is this connected?
