Put in a Windows Installation DVD or Flash drive and boot. Try installing with a product key.

Are you sure you have your BIOS set up to boot to the DVD or flash drive first? If you boot to a W7 Installation DVD/flash then it isn't looking to the hard drive for boot instructions.
