How do you mean, Ken? Do you want to prevent people from moving them around, or do you want to disable auto-arranging them?

If it's the latter, right click the destop then click "view" and de-select "auto arrange icons".

What I mean is if I say put a icon on the desk top at the very bottom and if I click in move here as soon as I finish the Icon goes up above.

If your Icon spacing is to high when your desktop refreshes a Icon placed at the bottom of the screen will move to the top of the screen.
