The tests are accurate the time "moment" your connection is tested. Plus as TG stated the server you're connecting to.
Speedtest.net gives me three different servers to test with in a 100 mile or less radius of Austin, TX. I can use either the Austin, TX server, San Marcos, TX server or San Antonio, TX server.
I have Road Runner Turbo cable and it can vary anywhere from 24 Mbps to 32 Mbps, depends on the time of day and how many people are on the local cable WAN in your geographical area.
