Sony motion eye webcam doesn't want to work

I have a Windows 7 Ultimate, and it has a Sony Motion Eye Camera. There used to be a program before it was rebuilt and changed. It worked then. But now when I use programs such as Skype it says 'Webcam being used by another program' and My Computer doesn't detect anything.
I fear this may have something to do with it's driver.
