processor recommendation

I would like to run a Windows 2003 small business in a Windows 64 bit computer using VMware. Would the i7 have the horse power to do this and "serve" 30 users. The 2003 is currently running on a quad core xeon. I'd like to use this as a backup to the server if it goes down. Options?
