Every version of Win7 comes with IE8 built in.
Every 64-bit version of Win7 comes with TWO versions of IE8: 32-bit and
64-bit.
In Win7 x64, your friend should find the two IE8's here and here:
32-bit: C:\Program Files (x86)\Internet Explorer\iexplore.exe
64-bit: C:\Program Files\Internet Explorer\iexplore.exe
If your friend is new to 64-bit Windows, it may seem surprising that all
32-bit apps are installed into the new "(x86)" version of the Program Files
folder, but this is so that Windows can match up the proper .exe, .dll,
drivers, etc.
Even in 64-bit Windows, the 32-bit version of IE8 runs, by default. To
confirm which version is currently running, click Help | About Internet
Explorer. If the 64-bit version is running, it will say so on the "Version"
line; the 32-bit version does not mention "bitness" at all. To run the
64-bit version, just browse to it In the Program Files folder tree and click
on the .exe file, like any another application. And, like any other, you
can easily create a shortcut or pin it to the Start menu or Taskbar.
A few programs - notably Adobe's Flash Player - will not work in any 64-bit
browser, but will happily run in the 32-bit IE8 in 64-bit Windows.
