Pop up window not working correctly

I'm using Windows 7 Home Premium with Internet Explorer 9. I've noticed a couple times when clicking on "chat" a window will open up but not completely. There is no way I can enlarge it by dragging it with the mouse. I've shut off completely the popup blocker but this makes no difference.
Can one or two show me how to overcome this unhappy snag? Thanks!

What "chat" are you referring to? What kind of pop up window...is there a name to be read some where?

My first thought would be a(n) infestation (malware,spyware) of some sort of on the system.

No Malware - it can be a popup window to do just an ordinary chat. This morning, I opened up a chat with Bell-Aliant from Nova Scotia. This pop-up window will open up but not enough to allow me to see everything in it that I must.
I went to Firefox and had to do the chat there because the popup window worked fine. There must be something in the settings here that one can do to overcome this.

Here's a picture of what I'm trying to deal with. The small popup window cannot be enlarged even by dragging with the mouse.

The window could be part of the chat service for allowing to interact with your browser or part of a download to activeate the said service since it works with a browser...just a guess.

Hi Bassfisher - I realize what the window is for but as to why I can't enlarge it in order to use is beats me. It works flawlessly in Firefox. It just does not want to permit itself to be resized in IE9. Weird and wonderful.

It could very well be a preference setting from with in chat service that's not compatiable with IE. It could be worth a look....what about any other browsers besides FF...any issues using those. There could be a browser add on causing a conflick...try disabling all add-on in IE and see what happens or that there is something in the browser history/cache that need to be cleard. Try clearing the cache in IE.
