Pink border around weather gadget W7

When I installed the MSN weather gadget I had a pink border around the gadget. I replaced the gadget with another weather gadget that works but I am wondering how to resolve the MSN problem. I read that it may be related with the DPI and the situation did go away when I reset my DPI from 118 to 96. Of course I want to use 118 so I'll need to know what else to do. I also read that I could resolve the problem by using the following procedure. However, I have a 64 bit system and am not sure what damage could be done if I use the procedure.

1.) close sidebar and exit it
2.) accessories> command prompt [right click and choose 'run as
administrator']
3.) type in these three in the given order

regsvr32 msxml3.dll [enter]

regsvr32 scrrun.dll [enter]

regsvr32 jscript.dll [enter]
