The SATA Express article was referring to one lane transfer rate where as Kougar was referring to the transfer rate of all the lanes. PCIe 3.0 x1 is 8Gbits/s and PCIe 2.0 x16 is 8GBytes/s. Whiles the PCIe maybe referenced by Bytes the article was referencing in bits.
