i forgot to format hard drive before installing windows 7..is there a way to partition now without having to reinstall

Download and burn to a CD either GParted or PartedMagic. I've used gparted to create, resize and move partitions without any problems.

Windows 7 has tools that will allow you to shrink and expand partitions through Disk Management. If you shrink a partition, that will create unallocated space for a new partition to be created.

If you need more features than Windows 7 will offer, my recommendation is Partition Wizard Home.
