Has anyone ever heard of a Page File monitor?
Something along the lines of a gadget or small utility.

How could someone tell when their Page File is being used?

Task Manager ... performance tab ... bottom left is Kernal memory broken down by paged/non-paged. If you open the Resource Monitor with the button beside that, go to memory section you will see commit (paged memory reserved) and working set (physical mem in use) broken down per process.
