Opening programs on Desktop

Sometimes programs and Internet sites open to the Taskbar (flashing) instead
of the desktop. How can I configure Windows to always open programs and
links to the Desktop? (There used to be a 'focus' option in TweakUI...but I
don't see that in the new 'Ultimate' version.

What is changing the focus AFTER you trigger the program to start?

All I see (too many times) is that the program, or website) is flashing on
the Taskbar, instead of opening up to the desktop!

It is probably because the program or web-site(Browser) was
already on the taskbar.
Windows have this rule that programs are not allowed to steal
the focus the only exception from that rule is that the program
activated just after, can send the focus back to the previous
program in the Z-order. (alt+Tap) order.
