I think you can create some recovery disks yourself to restore it to it's original condition (instructions here on HP's site).

However, I do agree that OEMs should make an effort to include the install disks rather than just restore disks. It's been a long time since I bought an off the shelf PC (last one was a Dell laptop about 4 years ago), so I'm not up to date with current practises.
