Network Discovery cannot be enabled

Have successfully set up this Toshiba A-135 laptop with Windows 7 Ultimate. Everything works fine except....
This machine cannot see other machines on our home network - a mix of Win 7, XP and Vista PCs.
But all the other PCs can not only see this PC but open up the specific folders set up for sharing exactly according to expecttion.
We found out that the Network Discovery option simply cannot be enabled for any of the network types - Home, Public and Private, on this machine, for some reason. The network type is set to Home, BTW.
One can indeed check the enable option and click Save Settings - but it does not stick!
