This is an image I found here - http://hothardware.com/Articles/AMD-...Review/?page=2

Note the multiplier is 17x not 4x as you say yours is.
Does the multiplier not increase when you are doing something?

I wasnt the one made that image. There are several programs you can use to capture the screen of your PC. The one I use is a freeware image viewer, Irfanview.

Under the about tab you could click the validate tab and CPU-Z will create a image online just like the page that my signature links too. Then you could share the CPU-Z Validator page address for reference.

The reason your seeing 900 Mhz is these CPUs throttle back when not in use to conserve energy. The voltage usually cuts back to .99 on mine also. My Experience Index score is
5.4.

gs1522 can you run your AV with CPU-Z open and you should see your MHz move.

Your motherboard manual found here - Foxconn 74ML-K

Have you had a look in the system BIOS to make sure the "CPU Multiplier Adjust" was set to Auto?
This is found in the "Fox Central Control Unit" then "Fox Intelligent Stepping"

Bring up your CPU-Z and then click a link or something to make the computer respond and it should jump right up to 3.4 instantly. Thats how mine works. It looks like its not, But it really is unless you got somethingnot configured correctly in your BIOS.
