6540 ... I would get W7 Professional 64-bit, fastest: Intel® Core™ i5-540M Processor is highest listed, 4 GB 1066 MHz DDR3 SDRAM, 500GB 7200RPM, diagonal LED-backlit HD+ WVA Anti-Glare 1600 x 900, wireless Intel 802.11b/g/n, 12cell (95Hr) <- these are the top of all listed; you need to determine what you can afford.

It is not a case of affording it as it will be given to me I have the choice of either This is why I also say the 6540. It will have W7 Enterprise loaded on it but only 32 bit

Well if somebody else is paying without restriction I would pick the top. I do question why you want 32-bit. Do you have old 16-bit software (16-bit apps won't run natively on 64-bit but can be run in Virtual PC - XP mode which is a free download for W7 Professional and higher.) With 32-bit the OS will only see about 3.25GB of the 4GB RAM.

Well it is not really what I want but what my company will give me and the standards they are running. However if I did have the option on 32 bit or 64 I would go for 32 bit for this one as a lot of the applications I need to run would conflict in 64 bit.
