keyboard shortcut for an app?

Does Windows 7 have a way to add a keyboard shortcut to a frequently
used application?

Yes, same way as with other windows versions. Right click the app
Properties. Then add you shortcut

That creates a desktop shortcut. I am asking about a *keyboard*
shortcut (like Ctrl-F or whatever) to open the app.

No to create a short cut you just select the exe right click Create short
cut. If you open properties even from the shortcut in all programs you will
see a Short cut tab With space to enter a shortcut key, where it says None
you enter one.

Sorry, but what you say is not correct. As Trev said, if you
right-click the existing desktop shortcut and choose Properties, you
can create a keyboard shortcut there.

Yes, so I discovered. The option is available from the shortcut
properties, but in the case of this app:

Notebook2 ver 4.0.23 from www.flos-freeware.ch/

it is not an available option from the exe's own properties screen.
That is what threw me.

Now I added the shortcut (Ctrl + Alt + N) but for some reason this will
still not open the app. Not sure why. (Have not rebooted yet, maybe it
needs that).
