Ive gots lots of problems

First, i got a dvd fromTOSHIBA or windows 7 to upgrade my vista home premium 64 bt

first, i got the widows has xperienced an un exected problem error
i lclick ok, and it just restarts and does it again

and then, for some reason, i turn the power on, i prees enter for run windows normally
and t goes to the blue flowery screen and restarts, does i again and again and again
and this hasbeen happening ever since

It sounds like you will have to do a Clean Install instead of an upgrade.

wats clean install, and i cant even ge to my login screen

You need to boot from the installation DVD, and do a clean install.
