Intermittent Boot Options

I have a dual boot system with Windows XP Pro and Windows 7 Home Premium. Most everything works just fine with the exception of the Boot options menu occasionally fails to appear.

75% of the time it pops up upon a cold boot or reboot, but about 25% of the time the screen turns black, the hard disk light stays lit, but nothing more happens until I reset the computer and then everything works fine again until the next time this happens.

I've searched this and several other forums and haven't seen this particular problem discussed. I have a 1TB SATA drive with two partitions, so it's not a problem of a boot priority set in the BIOS.

Any suggestions?
