"There exist two versions of this port. The first one, usually built
in laptops, provides only +5V through USB connection.
The other one has additional two pads, placed against the plug's
"horns", which provide +12V. The second one is needed if one wants
to plug a 3.5 in. HDD or 5.25 in. optical drive to eSATAp port.
Also cables are built with or without +12V support. This leads to
customers confusion as they are usually unaware about the details
of +12V power delivery."
My guess is, since your drive has a capacity of 3TB, it's probably
a 3.5" drive that needs +12V. And the laptop doesn't have +12V available
in this case. If you try a 2.5" external drive with ESATAp type connector,
perhaps the +5V your laptop has to offer, can power the drive.
As it stands now, you're going to need a power source for the drive.
There is a section on ESATAp here as well.

I'd hoped to be able to refer to an ESATAp spec, but haven't managed
to find it yet.
