How's the process of Windows 7 translation?

I was told that the Windows 7 source code is different in each language. eg. W7-EN is different from W7-FR or W7-JP or W7-PT.

Is that correct?

I always thought it was counterproductive to have the source code updated separetely for each language Windows 7 is sold around the world.

I would imagine localization has advanced enough over the years that language packs can be used to change most things around. I don't see why they'd have to recompile the system for each language...that makes no sense.
