  1. Go to Start > Run > Regedit
  2. Find key HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers
  3. Within the key, find the entry that has the path to steam.exe
  4. Delete that entry and that entry alone
  5. If you can't find the entry, look for it under HKEY_LOCAL_MACHINE\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers
  6. You may need to reboot for the change to take effect
