Windows 7 needs to add another button to the title bar. It has full
screen, minimize, and close. There should be another button to make
the program go half screen.

It's not too hard to move a window to the left or right with the mouse
and that gets full length on my 21 inch monitor

As James said, just grab the Title Bar with your mouse and drag it all the
way to the left or right. When you release the mouse button, "Aero Snap"
will size that window to 1/2 the screen, split vertically. Then, if you
like, grab another open window and drag it to the other side. Bingo! You
have the two windows side by side, each taking half the screen.

Another way to do the same thing, if you have only two (or more) apps
running at the time, is to right-click on the Taskbar and choose Show
windows side by side.

There are several other options here; to see them, search Help and Support
for "snap".

Dragging it all the way to either side works, like James said, or you can
use the Windows Key + Left or Right arrow key to go half screen. The
Windows Key + Up maximizes, + Down minimizes.

Not if you are using your TV for a second monitor and have it set to
the left. The whole bar is empty. Adding another icon would work for
me.

I use "snap" for the right side and I like it. It doesn't work for
the left because I use two monitors sometime to play video. The title
bar is also empty.

Such keys already exist: they are Windows+LeftArrow and
Windows+RightArrow.

Those key combinations do nothing for me. Are they a basic part of
Windows 7 or do I have to do something to make them work?

Cancel that - I found it.

Control Panel ->
Ease of Access ->
Make it easier to focus on tasks

Untick Prevent windows from being automatically arranged etc.
