Folders no longer snap open

Installed a new Keyboard/Mouse (Logitech MK710),
Now when I open a folder or any Application, then kind of slide into view. Before, they would just pop right open.

I went to Personalization, but not seeing any settings.

Go to Control Panel \ System
Click the Advanced system settings
choose Settings for the Performance Options
Turn off the fade settings

Hmm, nope.
The 2 Fade options were already unchecked.

But the one a few options up "Enable desk top compositions" was checked.
I unchecked it and that worked, but now the Taskbar changed colors.
I now have a bluish color, where as before I unchecked the "Enable desk top compositions" it as a transparancy of the desktop background.
