File Permissions change with Windows 7 vs XP

We have a domain environment with file servers. When working on an XP client workstation, if you Move or Cut and Paste a file from one directory to another on the file server, you bring over the old file permissions. If you Copy and paste, that file get's the New inherited permissions of the directory.

On a Windows 7 client computer, accessing the same exact file server and file, it does not matter if you Move, Cut or Copy the file - that file will inherit only the New file permissions. Old permissions will not carry over.

Is this something new that is supposed to happen? If so, this is going to screw up our whole security in our domain with the file servers....
