Fan not running after W7 install

Dell inspiron Laptop 700m. I upgraded to W7 and my fan only works at start up and shut down. Not running in between time of usage. Is this normal?

No its not normal. But the install of Windows 7 has nothing to do with the fan doing that. At least it shouldn't. Did you install all of the latest drivers?

It only gives me the option for windows xp and I upgraded to windows 7

If that laptop was shipped with XP that is what Dell would have drivers for. Is everything installed in device manager ?

Isn't the fan and some other hardware controls accessible by pressing F2, or another F key prior to startup? I once had a desktop fan do this, it gave a warning, but it was outside of the OS where I had to run the test on it. It was a CPU fan that was inoperable. There are boot CD's, such as Ultimate Boot CD, that may have some testing functions on it. I may be wrong here, but the fan is controlled by a heat sensor that is outside of the OS. That's what I was told over the time I had trouble, I reinstalled to no avail. The seller refunded my money over the issue.
