What or Where should I look for "Windows Search Properties" if it does not show in the services.msc?

In that case, you either have not got it installed, or it has already been removed.
Open Programs and Features in the control panel (icon view)
Click, on the left "Turn Windows features on or off"
Scroll down and see if you have "Windows Search" ticked
If you want it, tick it and "OK"
You van remove it in the same way, or merely disable it as Ian's tutorial shows.
