How do I reduce picture file size?

I want to reduce the file size for emailing but the built-in "send to" or
email option on the Explorer bar just wants to make the pictures into an
online album on Skydrive (which, strange as it may seem, not everyone has or
wants.)

How do I get the file size reduced so I can save the new file locally &
*attach* to email?

I think I fumbled my way through this once but can't figure it out again.
(This time I'll take notes.)

One way would be to install GIMP (yes, it would be overkill). You can
resize and save at a lower 'quality' (about 50% is generally fine) to
make a much smaller file.

Also IrfanView. It's smaller than GIMP and has numerous other
capabilities beyond resizing (way more than I ever figured out!).

When I use Windows Explorer to find and select the file(s) that I want
to use, (all in the same directory), Right Click on one of the files,
select Send To, then Mail Recipient, a Attach File selection box opens
up with 5 sizes to choose from. When I click on Attach, my email
program, Outlook, opens to a new message and the files are attached.

I don't think this would work with an online email program.

Looks live Skydrive can't be disabled when sending images by right
clicking and choosing: "send to - email recipient"

The first part of the process on this win7 system when choosing send to
mail recipient is: choose size (of image) .. not that I will ever use
Skydrive

If you would like to NOT use Skydrive, you can always revert to a precious
version of WLM. You can get v. 14.0.8092.0805 from here:

Just one more reason for me not to upgrade to the latest version of WLM.

And what is more, IrfanView is a damn sight easier to use than GIMP.

You made me glance at my keyboard to confirm what I already knew, that
the 'c' key is next to the 'v' key.

Paint, in the Accessories group will do this for you.
You can open your photograph in Paint. Choose Resize (to a percentage of
original), and Save As.
