I installed Windows 7 all by myself, and I am logged on as the only
user, an administrator. How do I make changes that require the
permission of the Trusted Installer?

Right click on file. Select properties.
Security tab.
Click on "edit" button.
Change priority here.
If you what you want is not listed, create it.

Under permissions at the bottom, check "full control" under "allow".

All change options are grayed out.

(What I am trying to do is rename 64 bit iexplore.exe to solve my other
problem.)

You have to enable the 'REAL' Administrator and log-in as Administrator.
Also set the UAC to: 'Do not bother me' while making the changes.

Google it, there are several tutorials.

I believe that is not possible as it is claimed to be part of the OS.

It is possible, and I did it. See my response to Vic RR. Only time will
tell if it fixed my problem, which didn't occur until after I'd been
running for awhile after reboot.

But be careful, changing permissions for an entire folder could open a can
