Has anyone cured this?
I've tried both removing the MS Network component from the NIC
properties and also changing the DWORD Dontrefresh key at
HKEY_CLASSES_ROOT\CLSID\{BDEADE7F-C265-11D0-BCED-00A0C90AB50F}\Instance
and neither work.
Any other suggestions? Anyone found a fix for this?

Specifically, what are you trying to cure? What activity are you
performing, what happens, and what do you think should happen? Not
refreshing is a bit vague, at least to me.

Did those 'solutions' come from somewhere? How do they apply to this
situation?

Open Windows Explorer. Do right-click-New-Folder. The new folder doesn't
appear in the window unless F5 (refresh) key is pressed. Same with deleting
a file or folder.
It's a well documented "feature" of Windows 7. Unfortunately I can't find
(and neither can quite a few others AFAICS) a solution to it...

Sure it does. It appears at the end of the display, not in correct
order, but it appears. Pressing F5 re-sorts the display into correct
order.

Delete a file or folder, and it disappears from the display.

Sorry, but I think you're confusing something else with updating
folder display. The behavior you describe simply doesn't match how
it has worked on every windows system I've seen, at least back to XP.

Since you say it's "well documented", can you post a URL where it's
clearly described? That might help us understand the actual problem
you're trying to solve.

Not here. I open a folder with one or no entries in it, do
right-click-new-folder and the folder DOES NOT APPEAR until F5 is pressed.

Not here until F5 is pressed.

Huge thread here:
http://social.technet.microsoft.com/...-3c2394417b6e/

However - it seems that the problem is caused (for me anyway) by dragging a
folder from the LIBRARY into Favorites pane in Explorer.
If I drag the same folder from the Computer section to Favorites, the
problem does NOT occur.

Your experience is very different from mine. Mine is the same as
Stan's.

I can't duplicate the behavior you're seeing (using the Library and
Favorites) because I completely disabled the Library feature awhile
back. Using Windows Explorer elsewhere seems to work as expected,
without manual refresh, which matches your experience.

Hi - Windows Explorer on Windows 7 Professional does NOT refresh for me either without F5. In general, this is a pain, but it is a fact and it is well documented.
But the real problem is that twice I have wanted to delete something with shift-delete (permanent delete), it warned me and of course I agree, it deletes - but does not refresh. I forget that it doesn't refresh (I have 2 xp machines), think it is not deleted and do another shift-delete on that folder (which is still visible as existing) and - with the same warning - it deletes the "next in line". Lost 2 folders like this - permanently.
This is crazy, but true and the thread for this in Microsoft is "deleted".
BTW - I tried the "cure" and it seemed to work for awhile, but I think you have to drink the "cure" after every update. And of course you forget.

What worked for me was:

1) Click Start, type regedit in the box and then click to open regedit.
2) Click HKEY_CLASSES_ROOT
3) Scroll down to CLSID and click to open it
4) Scroll down to BDEADE7F-C265-11D0-BCED-00A0C90AB50F and click to open it
5) Click Instance
6) In the panel on the right, check the value next to Data alongside DontRefresh, if it is (1) right click and select Modify.
7) Change the value to 0
