when I insert on socket PC not works all funs work but windows not starts, I have another CPU it works PC turn on normally

Hi spec009

It looks to me you are working with two CPU's.
  • Is this what you are suggesting above?
    • Using the first CPU the computer starts just fine.
    • Using the second CPU when starting the computer only the fans work.

Are the CPU's identical or do they have different specifications?

Which motherboard are you using?
If the CPU's are not identical, the board may not support both of the CPU's.

At this point we need to know, which motherboard and CPU's you are working with.

ok. I have two CPU i3 550 and i5 750, MOBO MSI p55-cd53, with i3 PC boots up normally, but when i set i5 in the slot PC doesn't boot up,

It seems that both CPUs should work with your motherboard. You may have a dead CPU, hopefully you can find another Socket 1156 motherboard to test it on or take the CPU to computer shop and have it tested.
