Command Sending Problem

I don't know if this is a Windows or Firefox thing, but all of a sudden I've started having problems that I can't figure out what is causing them.

Previously I could open "saved to Desktop" sites without a problem, but now when I try to open them I get this error message, "There was a problem sending the command to the program". Also something that began happening at the same time is that I use two monitors and if I had FF open on the 2nd monitor I could open another FF browser by clicking the FF icon in the Super Bar, but now nothing happens when I click it.

I haven't installed any new software or made changes that I can think of that might have caused this. I would appreciate any help I can get with this.
