If you're talking about updating the icons that the individual web
sites set as the icons for their pages, I don't know of any tools that
automatically batch-update all of them, but...
....if you just want to change the icons assigned to apps and such in
your Windows system, check out IconPackager from Stardock
(
www.stardock.com). There are many icon suites for this package
available, most -- if not all -- free for the downloading.
