Browsers and Norton won't open

I have recently had a problem that almost no one seems to know how to fix! I cannot open any internet browsers including firefox, google chrome, and internet explorer. When i click to open them from anywhere whether it is the desktop or under my computer or anything at all, it shows the loading curser then nothing happens. This is the same for norton and malwarebytes antimalware which have always worked in the past. I have run the microsoft system sweeper and it found one virus and took care of it but that did nothing. Please help! Thanks!

I also tried system restores to earlier points and that did nothing. When I start it in safe mode with networking I still cannot open the normal browsers or scanners but I can open internet explorer(64-bit) as long as there is no protection on.

Can you reboot and start in safe mode?

I can boot in safe mode but nothing works under safe mode
