Access other partition from Windows 7

I split my partition and have a dual boot Vista & Windows 7. How can I boot up in Windows 7 and access my files from Vista? The hard drive does not show up in Windows Explorer, but I want to be able to access programs on that partition along with files. Is this possible?

Also can I download the dell mouse drivers to the touchpad on my laptop has the ability to scroll using the right side...
