If you're using 64-bit Windows, the only way to downgrade it to 32-bit is by way of a clean install.
Why do you need to install 32-bit Flash? Just install the 64-bit one.

The 32-bit Flash Player installs and runs just fine on the Windows 7 64-bit operating system.
You should not have any problems at all.
